Importance of internet infrastructure

Why people or Organizations pay less attention to improve internet infrastructure (who are responsible for it) ? If current demand for broadband connections continues,(without necessary actions to improve internet infrastructure) internet will be down soon. I think physical security for cables (such as lay under the sea) also should be considered.
